This applies in particular, but not exclusively, to the rules governing public procurement, public contracting and even public accounting. In each case, the aim is to define a scheme that will enable the players concerned to secure their project and ensure its coherence with other public projects being implemented, and to define the responsibilities of each party. This engineering must ensure that projects run smoothly over the long term.”
